Ronald W. Barnet, MD Cataract and Refractive Surgeon
Dr. Ronald W. Barnet is recognized as a leading ophthalmologist in Arizona and is also regarded as one of the country's leading eye surgeons. He is a graduate of the Washington University School of Medicine in St. Louis, Missouri, and was a resident in ophthalmology at the Washington University Hospitals. He served two years as a Lt. Commander in the U.S. Navy, including a year in Vietnam as an eye surgeon, and established his Arizona practice in 1969.
Dr. Barnet was the first ophthalmologist in Arizona to perform small-incision micro cataract surgery with intraocular lens implants - a procedure that became the standard of care for cataract treatment. Dr. Barnet first performed refractive surgery in 1985, and together with Dr. David Dulaney, introduced corneal flap refractive surgery to Arizona in 1993, and LASIK Surgery in 1995. Dr. Barnet is certified by the American Board of Ophthalmology and is a fellow of the American College of Eye Surgeons. He is a founding member of the American Society of Cataract and Refractive Surgery and is a member of many other national and international professional societies.
Scott A. Perkins, MD Cataract and Refractive Surgeon
Dr. Scott Perkins is a graduate of Temple University School of Medicine in Philadelphia, Pennsylvania. He completed a clinical fellowship in ophthalmology at Beth Israel Hospital in Boston, Massachusetts and completed his residency in ophthalmology at Boston University Medical Center in 1989.
In 1992, he joined the Barnet Eye Center as an ophthalmic surgeon and was invited to remain on staff following the 1993 merger of the Barnet Eye Center and the Dulaney Eye Clinic and Cataract Institute. As a recognized ophthalmologist with Barnet Dulaney Perkins Eye Center in Arizona, Dr. Perkins has performed more than 40,000 cataract surgeries and more than 10,000 LASIK and laser refractive surgery procedures. He is board certified by the American Board of Ophthalmology and is a member of the American Society of Cataract and Refractive Surgery and a fellow of the American Academy of Ophthalmology. Dr. Perkins has also been recognized as one of "America's Top Ophthalmologists" for 2008, by the Consumers' Research Council of America.
Robert Rivera, MD Cataract and Refractive Surgeon
Dr. Robert P. Rivera, a native of southwestern New Mexico, received his Doctor of Medicine from the University of Utah School of Medicine in Salt Lake City, Utah. He completed an internship and residency in ophthalmology at the Mayo Clinic in Rochester, Minnesota in 1989, and began his practice in Arizona. Dr. Rivera has lectured, authored and co-authored numerous articles and research presentations regarding the eye. In addition to the many thousands of surgeries he has performed for patients in the United States, he has lectured, conducted formal physician training courses, and taught eye surgery at several hospitals throughout the world, including such diverse places as Paris, Mexico City, Stockholm, Taipei, Cairo, Bangkok, Saudi Arabia, Singapore, and Hong Kong. He sits on the board of directors and advisory panels of distinguished local and national institutions, and routinely travels to developing nations as a volunteer eye surgeon for patients who would otherwise not have access to vision-restoring medical care. He is Board Certified and a Diplomat of the American Board of Ophthalmology, Fellow of the American Academy of Ophthalmology, and maintains membership in the American and European Societies for Cataract and Refractive Surgery, and the International Society of Refractive Surgery. Kenneth Snow, DO Cataract Surgeon
Dr. Kenneth Snow was born in St. George, Utah. He is a Doctor of Osteopathic Medicine & Surgery and graduated from University of Health Sciences in Kansas City, Missouri in 1981. He is a Fellow of the Osteopathic College of Ophthalmology and a Fellow of the American Academy of Ophthalmology. He moved to Arizona from Michigan in 1985 and began practicing medicine in Tucson, Arizona.
Dr. Snow has been honored to serve as Chief of Staff at Tucson General Hospital and Chairman of the Department of Surgery. His many successes led him to become a speaker for ASCRS on advanced cataract surgical techniques. After 19 years of working in his own practice, Dr Snow decided to join the medical staff of Barnet Dulaney Perkins Eye Center in January 2004 and is currently practicing at our Tucson offices.
David McGarey, MD Cataract and Refractive Surgeon
Dr. David McGarey is a graduate of Wright State University School of Medicine in Dayton, Ohio. He completed his family practice residency training at St. Joseph’s Hospital in Phoenix, AZ and completed his residency in ophthalmology at Eastern Virginia Medical School in Norfolk, VA in 1997.
After completing his residency training in 1997, he opened his private practice in Flagstaff, Arizona in 1997. Dr. McGarey partnered with Barnet Dulaney Perkins Eye Center in the summer of 2007. As a recognized ophthalmologist in Arizona, Dr. McGarey specializes in Diabetes, Glaucoma and Cataracts. He is board certified by the American Board of Ophthalmology and the American Academy of Family Physicians. Brian Horsman, MD Vitreoetinal Surgeon
Dr Horsman was born in New Brunswick, Canada. His university education was at Dalhousie University, Halifax, Nova Scotia, Canada. Following undergraduate studies in Psychology he completed a MD degree and Rotating Internship. He practiced for 3 years in Family Medicine and Emergency Medicine in Saint John, New Brunswick.
Postgraduate studies at Dalhousie University included one year of Pathology and 3 years of Residency in Ophthalmology. Further studies in Retina Vitreous at the University of Wisconsin, Madison, prepared him for a career in Retina Vitreous surgery and diseases.
In 1989 he joined the full time faculty of the Department of Ophthalmology, Dalhousie University as an Assistant Professor of Ophthalmology. There, he introduced many new procedures in the field of vitreous surgery. He developed a wide experience in repair of Retinal Detachment, complications of cataract surgery and ocular trauma. He also performed numerous surgical treatments of Pediatric Retinal disease during his 6 years on staff. As a Professor of Ophthalmology he taught residents in Ophthalmology. He was the Director of the Ocular Tumor Clinic for 5 years; integrating Radiation Oncology, Oculoplastics and Retina physicians in the complex treatment of ocular tumors. He delivered papers on the treatment of Retinal diseases at meetings in North America and Europe.
In 1995 he immigrated to the United States of America. He joined the clinical staff of Barnet Dulaney Eye Clinic, becoming the first Retina surgeon in the group. Over the past 15 years the Division of Retina has grown to four surgeons supported by highly trained staff. Dr. Horsman is the Director of the Retina Group at Barnet Dulaney Perkins Eye Center. Dr. Horsman has performed over 13,000 Posterior Vitrectomies and tens of thousands of laser surgeries. He is experienced in the diagnosis and treatment of Ocular tumors. Dr. Horsman is head of the Teleretinal Diabetic monitoring program at the Veterans Hospital, based in Phoenix.
He continues the pursuit of excellence in the clinic and the operating room by attending numerous international meetings. Dr. Horsman is a member of the American Society of Retinal Specialists and belongs to European Retinal Societies. He is a member of the American Academy of Ophthalmology. He devotes many hours researching the best techniques of treating diseases of the retina. The Heidelberg Retinal Angiogram system from Heidelberg Germany is one of his main clinical interests. He began using this technology in 2000. The Heidelberg System uses both scanning laser ophthalmoscopy and confocal microscopy to examine minute details of the retina. Indocyangreen, Fluorescein Angiography and Ocular Coherence Tomography imaging are critical in developing a treatment plan for complex macular diseases. The Heidelberg Spectralis system is the most sophisticated retinal imaging system available in the world.
Dr. Horsman uses small gauge instrumentation [25 gauge] for all Posterior Vitrectomies leading to faster healing and often better recovery of vision. Dr. Horsman is board certified in the United States as a Diplomate of the American Board of Ophthalmology. He is also board certified in Canada as a Fellow of the Royal College of Surgeons. Suhail Alam, MD
Dr. Suhail Alam is a board certified ophthalmologist licensed to practice medicine and surgery in the state of Arizona. At age 19, Dr. Alam obtained his bachelor's degree with honors in Toledo, OH. He went on to complete medical school and residency training at the University of Cincinnati, where he consistently scored amongst the top residents in the nation. Following this, he decided to undertake further subspecialty training for vitreoretinal surgery at the University of California - Davis. Dr. Alam went on to take top marks on his board exams, scoring in the 99th percentile.
He specializes in medical and surgical care of the retina and vitreous. His interests include the latest treatments for macular degeneration, diabetes, and retinal detachment repair.
Jordan Graff, MD
Dr. Jordan Graff is a board certified ophthalmologist who specializes in diseases and surgery of the retina and vitreous. After receiving his Bachelor's of Science and premedical training at Brigham Young University, Dr. Graff graduated magna cum laude with his Doctor of Medicine degree from the University of California, Irvine and was inducted into the Alpha Omega Alpha (AOA) medical honor society. Dr. Graff then relocated to Iowa where he completed an internship in Internal Medicine as well as residency at the prestigious Ophthalmology Department of the University of Iowa. Thereafter, he decided to stay at Iowa to complete an additional two years of subspecialty training in vitreoretinal surgery where he was awarded the Heed Foundation Fellowship award.
Dr. Graff speaks fluent Spanish. His interests include the latest microsurgical treatments for diabetes, macular scarring and distortion, and complex retinal detachment repair.

Andrew Rabinowitz, MD Glaucoma Consultations and Surgery
Dr. Andrew Rabinowitz offers medical and surgical management of glaucoma. He received his Doctor of Medicine degree from Hahnemann University School of Medicine, and completed a glaucoma fellowship at Mount Sinai Medical Center in New York. On the forefront of glaucoma management, Dr. Rabinowitz's research has appeared in an array of ophthalmologic publications, and he has lectured at locations nationwide. In 2002, Pharmacia honored Dr. Rabinowitz with their prestigious "Top Doc" award.
Neil J. Atodaria, MD Cataract and Glaucoma Surgeon
Dr. Neil Atodaria is a graduate of Northeastern Ohio College of Medicine. He completed his residency in ophthalmology at the University of Arizona in Tucson in 2004 and continued on to achieve his Glaucoma fellowship at Moran Eye Center in Salt Lake City, Utah.
Dr. Atodaria joined Barnet Dulaney Perkins Eye Center in July 2005 specializing in glaucoma and cataract surgery. He offers his surgical expertise to patients in our Phoenix, Mesa, Sun City, Surprise and Safford locations. Howard Berlin, MD
Dr. Howard Berlin is a graduate of Mt. Sinai School of Medicine in New York, NY. He completed his internship at St. Barnabus in Livingston, New Jersey and his residency at the University of Florida in Gainesville, Florida in 1985.

Jared Anderson, OD
Dr. Jared Anderson received his Doctor of Optometry from Pacific University in Oregon in 2004 and completed his externship here at Barnet Dulaney Perkins Eye Center in the winter of 2003-04. Prior to joining BDPEC, Dr. Anderson served in the United States Navy and was on staff at the Camp Pendleton Naval Hospital in California. He also worked at the US Naval Hospital in Okinawa, Japan from 2004-2007.
Martin Brussels, OD
Dr. Martin Brussels received his Doctor of Optometry degree from Southern College of Optometry, in Memphis, Tennessee. He has served as a physician with Barnet Dulaney Perkins Eye Center since 1983. Dr. Brussels is currently an active member of the American Optometric Association, Arizona Optometric Association and the Central Arizona Optometric Society. Dr. Brussels is proud to be a native born Phoenician, homegrown in Arizona.
Debbie Duong, OD
Dr. Debbie Duong was born in Saigon, Vietnam. She moved to the United States with her family in 1975 at age 6. Dr. Duong graduated from UCLA with a degree in Biological Sciences in 1993, before receiving her Doctor of Optometry degree from the Southern California College of Optometry at Fullerton, CA in 1998. She completed her training by working as an intern for Barnet Dulaney Perkins Eye Center in 1997 and by completing a residency at the Tucson VA Medical Center for Primary Care/Low Vision Rehabilitative Optometry from 1998-1999.
Dr. Duong is a member of the American Optometric Association, Arizona Optometric Association, and Southern Arizona Optometric Association, in which she has held positions as President, Vice President, and Treasurer. She also received her fellowship for the American Academy of Optometry in December 2005. Dr. Duong is currently practicing at the offices in Sun City, Mesa, and Phoenix.

Michael Hanley, OD
Dr. Michael Hanley received his Doctor of Optometry degree from Illinois College of Optometry in Chicago, Illinois. He has worked with the doctors of Barnet Dulaney Perkins Eye Center for more than 20 years. Dr. Hanley is a former president of the Arizona Optometric Association, and former vice president of the Central Arizona Optometric Society.
Brent Hartzell, OD
Dr. Brent Hartzell earned his Doctor of Optometry degree from Southern California College of Optometry. Prior to this, he graduated with a Bachelors of Science degree and a Spanish minor from Brigham Young University. He performed a residency at the Southern Arizona Veteran's Hospital in Tucson, AZ where he had a particular educational and clinical emphasis in low vision rehabilitation and ocular disease. Shortly after the completion of his residency, he completed his Fellowship with the American Academy of Optometry. He is an active member of the American Academy of Optometry, American Optometric Association, Southern Arizona Optometric Association, and the newly formed Optometric Council on Refractive Technology.

TJ Johnson, OD
Dr. TJ Johnson, OD received his Bachelor of Arts Degree in Zoology and Chemistry from Southern Utah University in Cedar City. He received his Doctor of Optometry degree and Bachelor of Science in 2001 at the Pennsylvania College of Optometry in Philadelphia, PA. Dr. Johnson joined Dr. David McGarey’s Ophthalmic practice in June of 2001 and partnered with Barnet Dulaney Perkins Eye Center in the summer of 2007. Michael Lamb, OD
Dr. Michael Lamb received his Bachelor of Science degree in biological science from University of Illinois at Chicago. He received his Doctor of Optometry degree and Bachelor of Science in visual science from the Illinois College of Optometry in Chicago, Illinois. He relocated to the Phoenix area in 1984 and has been a staff doctor with Barnet Dulaney Perkins Eye Center since 1988.
Dr. Lamb is an active member of the American Optometric Association. He is also a current member and past president of the Arizona Optometric Association and the Central Arizona Optometric Society. He currently holds positions as an Adjunct Clinical Professor at the Illinois College of Optometry in Chicago, the Pacific University College of Optometry in Oregon, the University of Houston College of Optometry in Texas, and the University of Waterloo College of Optometry in Waterloo, Ontario, Canada. Dr. Lamb was born and raised in Chicago, Illinois.
Christina Olivetti, OD
Dr. Christina Olivetti graduated from Eastern Illinois University with a B.S. in Chemistry. She received her Doctorate of Optometry as well as a B.S. in Visual Science from Illinois College of Optometry in Chicago in 1999. She completed a residency in Ocular Disease and Refractive Surgical co-management in 2000. She has been working full time for BDPEC since early 2001, primarily in our Surprise office.
Dr. Olivetti has been very active in the Arizona Optometric Association, holding offices as Membership Chairman, Director, Secretary, Treasurer, and Vice President from 2003 to the present. She was awarded the Young Optometrist of the Year in 2005 due to her work for the association as well as numerous community activities including Prevent Blindness, Diabetes education, Blue Cross Blue Shield Safari Van, Special Olympics, and others. She is also an active member in the American Optometric Association.
Jeff Olsen, OD
A native of Tucson, Arizona, Dr. Jeff Olsen received his B.S. in sociology from Northern Arizona University, going on to earn his Doctor of Optometry from Southern California College of Optometry in Fullerton, California. Upon graduating, he then completed a residency at the Southern Arizona Veterans Hospital, specializing in ocular disease and low vision rehabilitation. Dr. Olsen is a member of the American Optometric Association, Arizona Optometric Association, and the Southern Arizona Optometric Association.
Marshall Palmer, OD
Dr. Marshall Palmer received his Doctor of Optometry and Bachelor of Science in visual science degrees from Pacific University in Forest Grove, Oregon. Prior to joining our practice Dr. Palmer was Chief of Optometry and sole eye-care provider for the largest outpatient Army health clinic in Germany. While in Germany, Dr. Palmer was involved in the Warfighter Refractive Surgery Program which provides PRK and LASIK to deploying soldiers. He also started an optometry student externship site where students from the Houston and Pennsylvania Colleges of Optometry would come to Europe and train under his supervision. Dr. Palmer has returned to Arizona to provide eye-care in the community where he was born and raised.
Robert Pinkert, OD, FAAO
Dr. Robert Pinkert received his Doctor of Optometry degree at New England College of Optometry in Boston, Massachusetts, and completed a fellowship in ophthalmic practice at Omni Eye Service of Atlanta. He is a fellow of the American Academy of Optometry and a founding member of the Optometric Glaucoma Society. Dr. Pinkert is an active member and a past president of the Central Arizona Optometric Society, and was recognized by the Arizona Optometric Association as Arizona Optometrist of the Year in 1994.
He is currently an Adjunct Clinical Professor and Residency Director for Southern California College of Optometry. He also serves as clinical faculty for New England College of Optometry, University of California Berkeley College of Optometry, and Pacific College of Optometry. Dr. Pinkert is the Medical Director of Barnet Dulaney Perkins Eye Center, as well as a member of the Arizona State Board of Examiners in Optometry. In addition, he has lectured and written extensively throughout the United States on topics related to the diagnosis and treatment of ocular disease.
William Schiff, OD
Dr. William Schiff received his Doctor of Optometry degree from the New England College of Optometry in Boston, Massachusetts. He is an Adjunct Clinical Professor for the University of Houston, Texas and University of Waterloo, Ontario, Canada. Dr. Schiff is also an active member of the American Optometric Association, Arizona Optometric Association, and the Central Arizona Optometric Society. He completed a residency in ocular disease at Barnet Dulaney Perkins Eye Center.
In addition, Dr. Schiff is on the Clinical staff at the Carl Hayden Veterans Hospital in Phoenix, He participates yearly in Medical Missions in Asia, Mexico, and Central America. He is a consultant for Allergan Pharm and Alcon Labs. Dr. Schiff is currently the Director of Refractive Eye Surgery at the Barnet Dulaney Perkins Eye Center in Phoenix, Arizona.
Brian Stephens, OD
Dr. Brian Stephens received his Bachelor of Arts degree from Weber State University in Ogden, Utah. He then went on to complete his Doctor of Optometry degree in 2000 from Southern California College of Optometry. He has worked in various practice settings since completing his education and joining Barnet Dulaney Perkins Eye Center. Dr. Stephens is bilingual in both Spanish and English. He is currently an active member of the Arizona Optometric Association, American Optometric Association, and the Optometric Council on Refractive Technology.
Russell Woods, OD
Dr. Russell Woods received his Doctor of Optometry from the prestigious New England College of Optometry in Boston. He then returned to his hometown in Maine where he established a private practice. After a successful career in private practice, he has decided to join Barnet Dulaney Perkins Eye Center to provide quality eye care to the people of Safford, Thatcher, Pima, and surrounding communities.
